The problem of the research is represented in answering the following main question: What are the regular rules and regulations of moving and surveying systems of Gulf Cooperation council countries?. The importance of the research is stemmed from the following: 1- This study derives its importance from the subject it deals with that is moving and surveying the crime theater as a relative procedure to prove the criminal reality. 2- The effect of recent developments in the field of surveying and especially the use of criminal technology in committing crimes. The research aims at achieving the following aims: 1- Identifying the legal nature of moving to the theater of the crime. 2- Identifying the legal nature of surveying the theater of the crime. 3- Identifying limitations and guaranties of correctness of the procedure of moving to the theater of the crime. 4- Identifying limitations and guaranties of correctness of surveying the theater of the crime. 5- Identifying similarities and differences in the survey procedures in the systems of Gulf Cooperation Council Countries. The researcher in this study depended on the analytical inductive comparative approach as I have collected wide range of information and facts then I analyzed them in an objective manner. After that, I drew a comparison among rules and regulations of the systems of Gulf Cooperation Council Countries in order to identify similarities and differences among them. The study aims at answering the following hypotheses: 1- What is the legal nature of moving to the theater of the crime?. 2- What is the legal nature of surveying the theater of the crime?. 3- What are the limitations and guaranties of correctness of the procedure of moving to the theater of the crime?. 4- What are the limitations and guaranties of correctness of surveying the theater of the crime?. 5- What are the similarities and differences in the survey procedures in the systems of Gulf Cooperation Council Countries?. 1- The investigation of the dangerous crime requires moving to the place where it takes place, then surveying it directly in order to know all things about it. So, the study of moving and surveying the theater of the crime is of great importance as the sound beginning leads to sound end. 2- Gulf Criminal laws and regulations are similar including the Saudi law concerning articles and texts regulating regulations and rules of moving and surveying the theater of the crime. As every country has its national dominancy, it has the right to regulate its legal affairs according to what it sees suitable for it regardless adhering to what is mentioned in the articles and texts of the other regulations and rules. The comparison approach demonstrates us the similarities and differences of some texts as we can identify the optimal legal organization. 3- There is no comprehensive method to conducting surveying of the theater of the crime as this method may suit one case and doesn’t suit the other, the thing that assures the freeness of the investigator to choose the method that suits each crime, its conditions and circumstances regarding that the investigation authority has the right to use more than one investigation method. .
